If the Google Business Profile is in Richmond, the site should say Richmond. “All of Virginia” is a wish, not a dispatcher’s board. We do not have a separate Richmond or Norfolk city page on this site, and we will not invent one to pad a keyword. Name the city on the listing. List the towns a truck actually reaches.
Crossing into DC or Maryland is a license and a pin problem, not a synonym. Do not put Arlington on a Hampton Roads shop. Do not put Virginia Beach on a Roanoke shop. Do not paste Baltimore row-home copy onto a Virginia pin because it is “close enough.”
